Jordan Winter currently serves as the Powell/Sunlight Game Warden for the Wyoming Game and Fish Department (WGFD) and has since July of 2022. Winter began his career with WGFD in 2014 as a Damage Technician in Sheridan. Soon after, he was hired as a Game Warden and has served in Laramie, Alpine, Medicine Bow and Cody. Even as a Game Warden, Winter served as the Cody Regions’ Access Coordinator from 2017 to 2022, overseeing WGFD Hunter Management Areas and Walk-in Hunting and Fishing areas for the Cody and Lander Regions. Winter currently serves as a Firearms Instructor, Field Training Officer, WGFD Horse Training Committee member, and Wyoming Game Warden Association Secretary. He is a native of Cody, earned an Associate’s of Science at Northwest College and then graduated from the University of Wyoming with a Bachelor’s in Wildlife Fisheries Biology and Management.
Ryan Hieb is a Special Agent Team Leader with the Wyoming Attorney General’s Office - Division of Criminal Investigation, and is the Wyoming ICAC Commander.
SA Hieb began his law enforcement career with the Casper Police Department working at the Casper Police Department, Casper WY from 2010 – 2016. SA Hieb worked in various capacities at CPD to include Patrol, Detective assigned to the Department’s Specialized Problem Oriented Response Team (PORT) and an assignment to the State of Wyoming Division of Criminal Investigations Computer Crimes and Internet Crimes Against Children’s Task Force.
In 2016, SA Hieb began a career with the Wyoming Division of Criminal Investigation as a Special Agent working major narcotics, official misconduct, officer use of force investigations and computer crimes.
During his time at the Wyoming Division of Criminal Investigation, SA Hieb has been recognized on seven occasions with awards from the United States Department of Justice for outstanding case work in major narcotics trafficking cases and child exploitation cases.
SA Hieb has testified as an expert in State and Federal Court Venues regarding technical evidence in a variety of criminal investigations. SA Hieb is trained in a variety of Forensic tools including Access Data Forensic Toolkit, Falcon, Cellebrite, Oxygen, Griffeye, and Axiom to assist in forensic examinations. SA Hieb is a Certified Forensic Examiner through Magnet Forensics.
SA Hieb received an Associate of Science in Fire Science Technology and an Associate of Arts in Criminal Justice from Casper College in Casper, WY and a Bachelor of Arts in Justice Studies and Master of Science in Organizational Management from Chadron State College in Chadron, NE.
Donnie is a retired Detective and Crime Scene Investigator with the Laramie County Sheriff’s Department, concluding nearly 33 years of service in 2019 and more than 45 years in law enforcement overall. He holds associate degrees in Anthropology, History, and Criminal Justice from Laramie County Community College and a Bachelor of Science in Administration of Justice from the University of Wyoming.
Beginning his career in 1979 with the Cheyenne Police Department as a Dispatcher and Patrol Officer, Donnie later joined the Laramie County Sheriff’s Department in 1987 as a Reserve Deputy. Throughout his career, he served in numerous roles, including Detention Deputy, Patrol Deputy, Court Security Officer, Evidence/Property and Laboratory Technician, Quartermaster, Certified Fingerprint Examiner, POST Certified Instructor, Recruiter, and Detective/Crime Scene Investigator. He also served on specialized teams such as SWAT, SERT, Fire Investigation, and Traffic Fatality Investigation, Meth Lab Response, Honor Guard, and Emergency Medical Response, while representing his department on multiple boards. Donnie is also a Life Member of the Forensic “Rocky Mountain Division of Identification”, serving on the Board (2012 - 2018), and Board President in 2018.
Donnie has received numerous Laramie County Sheriff’s Department commendations, including two Life Saving Awards, three Meritorious Service Awards, a Community Service Award, the Laramie County Employee “Community Hero Award” (2008), Awarded the “WYHY Community Advocate Award” with a $2000.00 to “Project Lifesaver”(2014), “AMR Community Life Saving Award” (2015), “Project Lifesaver NationalMedal of Distinction/Commendation (2019), “VFW National Wyoming Law Enforcement Officer of the Year Award (2020), and the Wyoming Highway Patrol’s Rare Breed Award and Colonel’s Commendation in (2024).
He has served as a Deputy Coroner for Laramie County since 1996 and is a POST Certified Coroner.
During his time serving on the Laramie County Community College Foundation Board since 1999, he has assisted in establishing over 45 scholarships, including five of his own, and has been nominated for the following: for the Laramie Community College Foundation Board Volunteer in 2004 and 2009, and nominated in 2010 for their Community Service Award.
Following retirement from the Laramie County Sheriff’s Department, Donnie continued public service as a Wyoming State Parks Law Enforcement Ranger, a U.S. Marshals Service Federal District Court Security Officer, a Reserve Deputy with the Sheriff’s Department, and a contract Law Enforcement Officer with the Wyoming Highway Patrol assigned to the State Capitol.
An Adjunct Instructor at Laramie County Community College since 1990, Donnie has taught and presented for the Wyoming Law Enforcement Academy, as well as other Colorado and Wyoming law enforcement agencies, educational institutions, and community organizations statewide. He has also dedicated decades to community service, volunteering on more than 30 boards and committees, supporting crime prevention, youth programs, the Wyoming Law Enforcement Memorial, scholarships, Wyoming Special Olympics, and numerous civic initiatives.

Heather Heiduck began her career with the Wyoming Highway Patrol Dispatch in January 1996 as a dispatcher. Her dedication and leadership led to her promotion to Trainer in 2000, and in November 2018, she advanced to the position of Assistant Dispatch Manager. On May 31, 2022, Heather retired from WHP Dispatch after 26 ½ years of service. On June 1, 2022, Heather accepted a position with the Wyoming Highway Patrol as a Senior Office Support Specialist in the Professional Standards Section. In this role, she supports background investigations related to hiring, manages multiple grants, and processes payment-related documentation.
Throughout her career, Heather has demonstrated her commitment to public safety and dispatch excellence. She was awarded the Meritorious Conduct Award for her actions during a trooper-involved shooting in January 1999. In July 2001, she received both the Meritorious Conduct Award and the Colonel’s Commendation for her role in co-initiating the Wyoming Move Over Law, a significant piece of legislation aimed at protecting first responders and roadside workers. In June 2018, she was again honored with the Colonel’s Commendation and the Rare Breed Award for her efforts in helping amend the Move Over Law to include protection for maintenance and utility workers.
In addition to her professional achievements, Heather has served on the Wyoming Peace Officers Association Communications board twice. She was just nominated and accepted the position of Secretary/Treasurer on the WPOA Executive Board.

Chris McDonald is a Senior Fire Investigator with the Wyoming State Fire Marshal’s Office and a veteran law enforcement investigator with over twenty-five years of experience. A former Special Agent and ICAC Task Force Commander with the Wyoming Division of Criminal Investigation, he has led major investigations including homicide, officer-involved shootings, Internet Crimes Against Children and complex criminal conspiracies. McDonald is also an experienced instructor and past president of the Wyoming Peace Officers Association.
